Depending on professional background, experience and family situation, a competitive compensation and benefits package will be offered. The successful applicant will be offered a temporary appointment limited to the Special Tribunal for Lebanon (STL). This appointment and any subsequent extension(s) are subject to terms of the Tribunal's mandate and/or the availability of the funds. The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization. However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected.

Under the direct supervision of the Chief of Victims’ Participation Unit, the incumbent will perform the following duties:

- Deputise for the Chief of the Unit during the latter’s absence;
- Assist the Chief of the Unit by providing legal advice on a range of matters affecting victims and the Unit;
- Carry out the processing of applications by victims seeking to participate in the proceedings, including conducting legal analysis of applications where required, identifying missing information that must be requested, drafting correspondence addressed to victims, and processing responses when received;
- Liaise with legal representatives, victims, NGO’s and the legal community in Lebanon;
- Assist in the organisation of workshops and training sessions for legal representatives and NGO’s;
- Assist in the organisation of information sessions for victims;
- Assist the Chief of the Unit in preparing notes, letters, background papers, reports and informational material;
- Conduct substantive legal research and draft papers on complex legal issues related to victim participation, and keep abreast of all developments relating to victims before the Tribunal and other international criminal jurisdictions;
- Assist the Chief of the Unit in the administration of a legal aid program for victims;
- Assist the Chief of the Unit in updating the victims’ web page on the Tribunal’s website.

Knowledge and Skills
• Professionalism – Excellent understanding of the concept of victims’ participation in proceedings before international or internationalized courts and national courts; Good general understanding of the functioning of international and internationalized courts; Extensive knowledge of international criminal law; Excellent understanding of the specific (i.e. psychological, medical, financial, security) problems of victims and ability to address them in the appropriate sensitive way; Tact, discretion and accuracy in handling confidential information;
• Teamwork – Flexible and able to work in a team in an effective manner;
• Planning and Organizing – Ability to work under pressure and to establish priorities and to plan, coordinate and monitor own work. Results oriented;
• Communication – Excellent interpersonal and communication skills, strong written and verbal skills;
• Technological Awareness – Keeps abreast of available technology. Ability to operate common office software.
Education: University degree in law, with specialization in rights of victims, human rights or international and criminal law.

Work Experience: Minimum of 7 years of relevant professional experience at the national or international level (5 years if in possession of an advanced degree in law). Experience in dealing with victims of crimes.

Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post excellent knowledge of English is required. French and/or Arabic language skills are considered an asset.
