The Office of the Prosecutor (OTP) wishes to establish a roster of suitable candidates for a P-2 Associate Case Manager post as a result of this selection process for both fixed-term established and general temporary assistance posts, to fill any such vacant posts that may arise on the Connected Cases Team. The list of suitable candidates placed on the roster shall serve also to fill future vacant posts of Associate Case Manager in other Sections/Teams of the OTP.
Depending on professional background, experience and family situation, a competitive compensation and benefits package will be offered. The successful applicant will be offered a fixed-term appointment of one year duration or until 31 December 2019. Any subsequent extension(s) are subject to the terms of the Tribunal's mandate and/or the availability of funds. The Special Tribunal for Lebanon (STL) is an international inter-governmental organization with its own independent legal identity and not a United Nations organization. However, the STL follows the UN common system of salaries, allowances and benefits. UN staff members may also serve on loan from their parent department/office, if selected.
The recruitment process may include a pre-screening exercise, written tests and competency-based interviews.

Under the overall supervision of Senior Trial Counsel on the Connected Cases Team of the OTP, the Associate Case Manager will be responsible for supporting Senior Trial Counsel and Trial Counsel. This will include:

* Decision-making regarding the proper preparation of exhibits and materials for presentation in court;

* Attending court proceedings and managing the OTP evidence presentation queues in Legal Workflow;

* Monitoring the evidence produced in court and actively intervening to avoid the accidental release of confidential information;

* Assisting Senior Trial Counsel and Trial Counsel with issues that arise during pre-trial and trial; and

* In preparation for court proceedings, advising Senior Trial Counsel and Trial Counsel in respect of filings submitted to Chambers, contributing to the drafting of motions to be submitted to Chambers, finalizing filings prior to submission, and ensuring that they are in compliance with the Tribunal's practice directions.
Knowledge and Skills
* Professionalism - Strong skills in effective case management, including an ability to interpret and apply the law applicable to the STL, combined with good judgment. Ability to understand and to implement decisions of the Court; to understand and apply the STL's practice directions; to understand the nature of evidentiary materials; and to apply and maintain confidentiality. Diplomacy and tact.

* Client Orientation - Excellent client orientation skills.

* Planning and Organising - Demonstrated planning, management and organisational skills; ability to work under pressure and on multiple tasks simultaneously; to establish priorities and to plan, organise and meet deadlines in a complex, dynamic environment; resourcefulness; sound judgment and decision-making skills; strong coordination skills.

* Technological Awareness - Expertise in the use of evidence presentation tools; full proficiency in the use of Microsoft applications and the use of the Legal Workflow and iBase Database software.

* Communications - Strong oral and written communication skills; ability to convey difficult issues and positions to senior officials; ability to prepare written reports and orally convey information in a clear, concise, accurate and meaningful manner.

* Teamwork - Excellent inter-personal skills with an ability to work effectively with other staff in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity; integrity; strong interpersonal skills; ability to operate across organisational boundaries.
• Education: University degree in a relevant related subject such as law, management, politics, or information technology. Documented relevant professional experience in managing electronic databases and file management, and relevant professional training courses may be accepted in lieu of academic qualifications.

• Work Experience: At least two years (four years if in possession of a Bachelor's degree) of progressively responsible professional experience, including experience in the practice of case management, preferably at the international level. Expertise in the use of evidence presentation tools is essential. Experience in complex cases, such as terrorism, murder and organized crime cases, is an asset. Prior experience in international investigations or at international criminal tribunals is an asset. Awareness of the political, historical and cultural context of the Middle East is an asset.

• Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post proficiency in oral and written English is required. Knowledge of the other official languages is an asset.
