Depending on professional background, experience and family situation, a competitive compensation and benefits package will be offered. The successful applicant will be offered a temporary appointment until 31 December 2017 limited to the Special Tribunal for Lebanon (STL). This appointment and any subsequent extension(s) will be subject to terms of the Tribunal's mandate and/or the availability of funds.
The STL is an international inter-governmental organization with its own independent legal identity and not a United Nations (UN) system organization. However, the STL follows the UN common system of salaries, allowances and benefits.

The recruitment process may include a pre-screening exercise, written tests and competency-based interviews.

A roster of suitable candidates may be established for this post as a result of this selection process for both fixed-term established and general temporary assistance posts.

It is not necessary at this stage to send copies of qualifications, previous employment contracts, entire publications, etc.

Within delegated authority, the incumbent will be responsible for the following duties (these duties are generic and may not be performed by all Finance Assistants):

• Prepare disbursement vouchers for payments and journal vouchers to record accounting entries.

• Record obligating documents (purchase orders, travel authorizations, etc) in the accounting system.

• Process travel claims of travelers whose expenses are reimbursable under STL rules and regulations and STL standard operating procedures.

• Process payment vouchers in connection with purchase of goods, equipment services, telephone and utility bills, Special Agreements/Contracts and petty cash replenishments.

• Monitor the accounts payable and accounts receivable; bank reconciliations; send Debit Advice and instructions for payment of such accounts.

• Prepare payroll for Professional and General Service staff members and judges of the STL; calculating salary entitlement, overtime; calculating and reconciling pension contributions and medical insurance premiums.

• Ensure compliance with relevant rules and regulations and that proper documentation and requirements are fully met. Any ad-hoc finance duties as required.
Knowledge and Skills
• Professionalism - knowledge of the applications of relevant financial rules and regulations and procedures. Ability to maintain accurate records, review/interpret a wide variety of data. Demonstrated initiative and ability to make appropriate linkages in work requirements and anticipate next steps.

• Planning and Organizing - Effective organizational skills and ability to handle a large volume of work in an efficient and timely manner.

• Teamwork - Good interpersonal skills, ability to work in multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

• Client Orientation - Ability to identify client's needs and appropriate solutions; ability to establish and maintain productive partnerships with clients.

• Communication - Effective communication skills, including the ability to explain and present technical information.

• Technological Awareness - Keeps abreast of latest technology in banking and treasury areas.
• Education: High school diploma or equivalent. Post secondary coursework, training and/or certification in finance/bookkeeping related areas is highly desirable; demonstrated ability to use computer technology.

• Work Experience: Minimum 5 years of progressively responsible experience in finance, accounting or related areas. Experience in an international environment is highly desirable.

• Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post proficiency in oral and written English is required. Knowledge of the other official languages is an asset.
